Yes of course because they are one of the departments that are liable on it. They are also liable because as HRM role is to train people and they need to do actions for them to be organized and enhancing their skills for attaining the high levels of performances for their company.

HR Department are the one who is responsible in recruitment, training, development, benefits etc. HR Departments they are the one who strategize in their company or organization for their company to gain competitive advantage.
